How Does WhatsApp Make Money? What Businesses Pay Meta For

BloFin Academy10/19/2026

Billions of people send texts, photos and voice notes every day on chat apps that cost nothing to download or use. Each of those messages still runs through data centers that somebody has to build, power and staff, so someone has to pay that bill.

The usual guesses are that the app sells your data or fills your chats with ads. Both miss how the biggest chat app really earns. Its owner also gives no revenue figure for the app on its own, so the answer is spread across earnings calls, price lists and product posts.

The chat apps that do make money mostly charge the businesses on the other side of the chat and leave the people chatting free. A shop pays to send a delivery update, a bank pays to send a login code, and an advertiser pays for an ad that opens a chat. The person reading those messages pays nothing.

WhatsApp, owned by Meta Platforms, is the largest example of that model, and its money shows up in a few places in Meta's results. If you follow Meta with crypto, tokenized Meta (METAX) trades on the METAX/USDT Spot market, and the METAUSDT Perpetual lets you go long or short with leverage. Both track the share price that those results move each quarter.

How does WhatsApp make money?

WhatsApp makes money mainly from businesses. They pay Meta for each message they send customers through the WhatsApp Business Platform, for Facebook and Instagram ads that open a WhatsApp chat, and for ads in Status, a part of the app's Updates tab. Paid messaging alone passed a $2 billion yearly run-rate in the last three months of 2025 (source: Meta Q4 2025 earnings call).

A run-rate turns a short period into a yearly figure. If a business line earns $500 million in one quarter, its annual run-rate is $2 billion, because that is what it would earn in a year if every quarter matched. Meta uses the term on its calls when it talks about WhatsApp.

There are three kinds of payer. Businesses pay to message their customers, and advertisers pay to reach WhatsApp users or to start chats with them. People can now pay for extra features too. Chatting with friends and family stays free, and Meta says personal chats are end-to-end encrypted and are not used for ads (source: Meta Newsroom, Updates tab).

Most of that money never appears under WhatsApp's own name. Meta reports WhatsApp inside its Family of Apps segment, along with Facebook, Instagram, Messenger and Threads, and it splits revenue by type, not by app. Fees for business messages and Meta Verified subscriptions land in a small line called other revenue. Every ad, including one that opens a WhatsApp chat, is counted in advertising with the rest of Meta's revenue sources.

That split matters if you are weighing the stock. Ads on Facebook and Instagram pay for nearly everything Meta does, including Meta's AI spending and its cash flow. WhatsApp is best read as a huge audience that Meta has only lately started to charge for.

WhatsApp's money lines and their key dates

WhatsApp now earns money in six ways, and Meta added or changed most of them in 2025 and 2026. Businesses pay per message, including service replies past the first 1,000 a month. Advertisers pay for ads that open chats and for ads in Status, people can subscribe to channels, and people and businesses can buy Meta One plans.

Meta began charging businesses per message on July 1, 2025, and it added charges for customer service replies on October 1, 2026 (source: WhatsApp Business FAQ). It announced the Updates tab features on June 16, 2025 (source: Meta Newsroom, Updates tab). WhatsApp Plus, a $2.99-a-month plan for extra features, launched earlier in 2026 as one of Meta One's single-app plans. On September 15, 2026 Meta opened Meta One worldwide with bundles for people and businesses (source: Meta Newsroom, Meta One).

Meta credits WhatsApp paid messaging and subscriptions for most of the growth in other revenue, which is why business messages sit in that column (source: Meta Q2 2026 earnings call). Ads count as advertising wherever they run. Meta's annual report lists WhatsApp among the places where marketers' ads can appear (source: Meta 10-K for 2025).

The lines Meta added most recently, Meta One and the charge for service replies, are the ones to watch. Business messaging is the most settled line, and the ad lines are still rolling out. Meta does not break out subscription revenue, so WhatsApp Plus and the Meta One bundles have no figure of their own.

WhatsApp's new charges in September and October 2026

Meta added two new WhatsApp charges within a month. On September 15, 2026 it opened Meta One worldwide, with paid bundles that include WhatsApp Plus, its $2.99-a-month plan from earlier in the year, and new plans for businesses (source: Meta Newsroom, Meta One). On October 1 it started charging businesses for service replies beyond the first 1,000 a month per phone number (source: WhatsApp Business FAQ).

WhatsApp Plus adds extras on top of the free app: themes and icons, special effect stickers, and the ability to pin more chats. It also comes with Meta's Core plan at $7.99 a month and its Premium plan at $19.99. Business bundles start at $14.99 a month. They add more replies from Meta Business Agent, a verified badge and a verified channel in the WhatsApp Business app, and bigger bundles start at $49.99, $149 and $499 a month (source: Meta Newsroom, Meta One). Meta says plans, prices and availability can vary by region.

The October change hits a different group of customers. A service message is a reply a business sends after a customer writes to it. It has to go out inside the 24-hour customer service window, which each new customer message opens or resets (source: WhatsApp Business pricing). From October 1, 2026, Meta charges for each of these replies after the first 1,000 a month on every business phone number (source: WhatsApp Business FAQ).

So a small shop that answers a few hundred questions a month still pays nothing for its replies. A large airline or bank that answers millions of customers now pays for most of them. In Brazil, India and the US, Meta's pricing tool lists the same rate for a service reply as for a utility message, such as an order update (source: WhatsApp Business pricing).

The timing matters for Meta's results. Zuckerberg told investors on July 29, 2026 that Meta had just launched Meta One, and the worldwide bundles came on September 15 (source: Meta Q2 2026 earnings call). So the quarter from July to September 2026 holds only the start of Meta One, and the new charge for service replies falls in the quarter from October to December.

What a WhatsApp business message costs

A WhatsApp business message costs between about a tenth of a cent and six cents in three large markets. The price depends on the type of message and the country of the person who receives it. In Brazil, Meta's rate is $0.0625 for a marketing message and $0.0068 for a utility message or a service reply (source: WhatsApp Business pricing).

Meta charges when a message is delivered, not when it is sent (source: WhatsApp Business pricing). Marketing messages are offers and reminders. Utility messages are updates a customer asked for, such as a delivery notice, and login-code messages carry one-time passwords.

Say you run an online clothing shop with customers in Brazil. In one month you send 20,000 marketing messages and 8,000 order and delivery updates, and you answer 6,000 customer questions. Here is what Meta would charge at the rates in force from October 1, 2026, worked out:

Messages in one month, customers in Brazil

Number sent

Price per message

Cost

Marketing messages

20,000

$0.0625

$1,250.00

Utility messages

8,000

$0.0068

$54.40

Service replies, after 1,000 free

6,000

$0.0068

$34.00

Total

34,000

$1,338.40

The marketing messages make up 93.4% of that bill. One marketing message in Brazil costs about 9.2 times as much as one order update. So Meta earns most from businesses that use WhatsApp to sell, and much less from those that use it to serve.

The October change adds $34.00 to this shop's month, or 2.6% on top of the $1,304.40 it paid before, because its 5,000 paid service replies used to be free. That bill assumes every order update went out when no 24-hour window was open, since utility messages a business sends in reply to a customer are not charged (source: WhatsApp Business pricing). The same 20,000 marketing messages sent to customers in India would cost $236.00 at India's rate of $0.0118 (source: WhatsApp Business pricing). Brazil's rate is about 5.3 times higher.

There is one way around these charges, and it sends the money back to ads. When a customer starts the chat by tapping a click-to-WhatsApp ad, the business's messages in the free window that follows are not charged (source: WhatsApp Business pricing). Meta then earns from the ad instead of the messages.

Business AI agents on WhatsApp

Business AI agents are chatbots that Meta builds to answer a business's customers on WhatsApp. More than 1 million businesses were using Meta Business Agents every week by July 2026. Meta now charges for them in two ways: through paid Meta One bundles, and through a fee on its Business Platform that grows with the AI work in each reply.

Mark Zuckerberg gave that 1 million figure on the July 29, 2026 call, after Meta made the agents available worldwide on WhatsApp and Messenger (source: Meta Q2 2026 earnings call). Growth was fast. In January 2026 Meta counted more than 1 million weekly chats between people and its business AIs, with Mexico and the Philippines leading (source: Meta Q4 2025 earnings call). By April that had passed 10 million a week (source: Meta Q1 2026 earnings call).

Charging came later. On the April 29, 2026 call, chief financial officer Susan Li said business AIs were free for most businesses, and that Meta would work toward a longer-term way to earn from them (source: Meta Q1 2026 earnings call). By October 2026 there were two. Small businesses can buy more agent replies through the Meta One business bundles. Larger companies on the Business Platform pay one token-based charge that covers both the AI work and the message delivery (source: WhatsApp Business FAQ).

Tokens are the small pieces of text an AI model counts as it reads and writes. A long, careful answer uses more of them than a short one, so it costs more. That makes an agent reply different from a service reply, which has one fixed price in each market.

Meta has given one example of what an agent can do. Movida, a car rental company in Brazil, let a business agent on WhatsApp handle the whole booking. Over one month it reported 44% more daily bookings through WhatsApp than a year earlier, and the agent settled 85% of chats on its own (source: Meta Q2 2026 earnings call). WhatsApp is also one of the apps where people can talk to Muse, Meta's personal AI agent, which is sold to people, while business agents are sold to companies.

Click-to-WhatsApp ads

Click-to-WhatsApp ads are Facebook and Instagram ads that open a WhatsApp chat with the advertiser when you tap them. The advertiser pays Meta for the ad, so the money counts as advertising. Meta said revenue from click-to-WhatsApp ads grew 60% in the July to September 2025 quarter, compared with a year earlier (source: Meta Q3 2025 earnings call).

Picture how it works from your side. You scroll past an ad for running shoes on Instagram, tap the button, and WhatsApp opens with a chat to the shop already started. You ask about sizes, the shop replies, and you buy. Meta was paid when the shop bought the ad, and the replies fall in the free window, so the ad is where the money is made.

These ads belong to a wider group Meta calls click-to-message ads, which can also open a chat in Messenger or Instagram. In the US, revenue from that group grew more than 40% in the April to June 2025 quarter (source: Meta Q2 2025 earnings call). It grew more than 50% in the last quarter of 2025. Susan Li tied that jump to Website to Message ads, which send people to a business's website before they start a chat (source: Meta Q4 2025 earnings call).

Meta's calls give growth rates for these ads and leave out their dollar size. So any outside estimate of WhatsApp's revenue has to guess how much of Facebook's and Instagram's ad revenue comes from ads that open WhatsApp chats.

Ads and paid channels in the Updates tab

The Updates tab is the part of WhatsApp that holds Status posts and Channels, away from personal chats. On June 16, 2025 Meta announced three new features there. They are ads in Status, Promoted Channels that give channel admins a way to raise their channel's visibility in the directory, and channel subscriptions that people pay for each month (source: Meta Newsroom, Updates tab).

Meta said at the time that 1.5 billion people a day used the tab. It also set low hopes for the money. On the July 30, 2025 call, Susan Li said Status ads would earn a lower average price than Facebook or Instagram ads for the foreseeable future (source: Meta Q2 2025 earnings call). She gave two reasons: WhatsApp leans toward lower-paying markets, and it has less information to aim ads with. She added that Meta did not expect Status ads to add much to revenue growth for the next few years.

The rollout has moved in steps since then. In January 2026 Meta said it expected to finish rolling out Status ads during the year, with few ads shown at first (source: Meta Q4 2025 earnings call). By April 2026, hundreds of millions of people were viewing them every day (source: Meta Q1 2026 earnings call). In July, Meta said it had added more ad goals and destinations and was on track for a global rollout (source: Meta Q2 2026 earnings call).

Europe was set to come later than other regions. In June 2025, Des Hogan, a commissioner at Ireland's Data Protection Commission, said the new product would not launch in the EU until 2026 (source: Silicon Republic). India moved earlier, and Meta's September 2025 post named Maruti Suzuki, Air India and Flipkart as early users of Status ads there (source: Meta Newsroom, India business tools).

The low price follows from how WhatsApp is built. Ads earn more when the platform knows more about who sees them. Because WhatsApp's chats are encrypted, Meta aims Status ads with a short list of signals, which is the limited information Susan Li pointed to.

How much money WhatsApp makes for Meta

Meta does not report WhatsApp's revenue or profit on its own. The closest number it has given is a run-rate. Paid messaging on WhatsApp passed $2 billion a year in the last three months of 2025 (source: Meta Q4 2025 earnings call). That is about 0.9% of the $228.2 billion Meta took in over the year to June 2026, worked out (source: Meta Q2 2026 slides).

Any exact yearly WhatsApp revenue figure you read elsewhere is an outside estimate. It rests on guesses about click-to-WhatsApp ads and messaging that Meta has never confirmed.

The one line you can track every quarter is other revenue, because Meta names WhatsApp paid messaging as its main driver. It rose from $583 million in the April to June 2025 quarter to $690 million and then $801 million (source: Meta Q2 2025 earnings call) (source: Meta Q3 2025 earnings call) (source: Meta Q4 2025 earnings call). In 2026 it reached $885 million and then $1.0 billion (source: Meta Q1 2026 earnings call) (source: Meta Q2 2026 earnings call). Each quarter grew by at least half on a year earlier:

Quarter

Other revenue

Change on a year earlier

April to June 2025

$583 million

Up 50%

July to September 2025

$690 million

Up 59%

October to December 2025

$801 million

Up 54%

January to March 2026

$885 million

Up 74%

April to June 2026

$1.0 billion

Up 73%

Over the four quarters to June 2026, other revenue added up to $3.4 billion, or 1.5% of Meta's revenue, worked out. The line also holds Meta Verified and other subscriptions, so WhatsApp's share is smaller than the whole. If run-rate means a quarter's revenue times four, WhatsApp paid messaging made more than $500 million of the $801 million at the end of 2025. That is more than 62.4% of the line, worked out.

By Meta's own figures, WhatsApp earns far less per user than its apps as a whole. Zuckerberg said in January 2026 that WhatsApp had more than 2 billion daily users, so $2 billion of paid messaging works out at about $1 a year per daily user (source: Meta Q4 2025 earnings call). Across all its apps, Meta earned $63.54 per daily user in the four quarters to June 2026, based on its average revenue per person, worked out (source: Meta Q2 2026 slides). The two figures measure different things, since WhatsApp users also see Facebook and Instagram ads, but the gap shows how little WhatsApp earns per user so far.

If you follow Meta through crypto, you can watch how the market takes each new WhatsApp figure on the METAX/USDT Spot page, or hold a long or short position with leverage on the METAUSDT Perpetual page.

Threads, Meta's other young app

Threads is Meta's app for short public posts and replies. Like WhatsApp, it is a large audience that Meta has only lately started to earn from. Ads began in the Threads feed in the April to June 2025 quarter, and Meta finished rolling them out worldwide between April and June 2026 (source: Meta Q2 2025 earnings call) (source: Meta Q2 2026 earnings call).

The rollout followed the same slow path as Status ads. By May 2025, advertisers could run image and video ads to Threads users in most countries, including the US (source: Meta Q2 2025 earnings call). In January 2026, Susan Li said ads were spreading to all remaining countries, including the United Kingdom, the European Union and Brazil (source: Meta Q4 2025 earnings call). In July 2025 Meta had told investors that Threads would add little to ad impressions in the near term.

The audience has grown fast. Zuckerberg said in October 2025 that Threads had passed 150 million daily users, and in July 2026 that it had crossed 500 million monthly users (source: Meta Q3 2025 earnings call) (source: Meta Q2 2026 earnings call). A daily user opens the app on a given day, and a monthly user opens it at least once in a month, so the two counts measure different things.

Threads and WhatsApp earn in different ways. Threads is a feed, so it makes money the way Instagram and Facebook do, from ads between posts, and its sales count in Meta's advertising line. WhatsApp's biggest business is charging companies to talk to their customers, which is why it shows up in other revenue.

Regulators and WhatsApp's business model

Regulators in India and Europe both limit how Meta can earn from WhatsApp. India's competition regulator fined Meta in November 2024 over WhatsApp's 2021 privacy update (source: MediaNama). In June 2026 the European Commission ordered WhatsApp to give general-purpose AI companies free access to its business tools while it investigates (source: Meta 10-Q for the second quarter of 2026).

The Indian case is about sharing WhatsApp users' data with the rest of Meta for ads. The Competition Commission of India fined Meta ₹213.14 crore (source: MediaNama), about $23.6 million (source: TechCrunch). It also ordered a five-year stop on sharing WhatsApp data with Meta for advertising (source: MediaNama). An appeals tribunal upheld the fine in November 2025 and set aside part of the order. At India's Supreme Court on February 23, 2026, WhatsApp said it would follow the regulator's user-choice rules (source: MediaNama). The main appeals, and the regulator's own appeal to bring back the five-year ban, stayed open.

The fine itself is small, about 0.04% of Meta's $60.8 billion revenue for the April to June 2026 quarter, worked out (source: Meta Q2 2026 slides). The data rule matters more. It decides whether Meta can use what it knows from WhatsApp accounts to aim ads in India, and better-aimed ads sell for more.

The European case reaches the business messaging fees directly. In December 2025 the Commission opened an investigation into Meta's policy of not letting general-purpose AI providers use the WhatsApp Business API to run chatbots. Its June 2026 interim measure requires free access for those providers. Meta says it intends to appeal, and it lists similar competition probes in Africa, Brazil and Turkey (source: Meta 10-Q for the second quarter of 2026).

WhatsApp's figures in Meta's next earnings report

WhatsApp reaches METAX and METAUSDT holders through Meta's quarterly report, where its paid messaging shows up in other revenue and its ads in advertising. Meta reports its results each quarter once the US market has closed, and its investor relations site lists the date of the next one (source: Meta Investor Relations).

On the night, look at the other revenue line first and compare its growth with the 73% of the April to June quarter. Then listen on the call for any new WhatsApp run-rate, any number for Status ads, and how many businesses pay for agents or Meta One. None of those has its own line in Meta's earnings release.

Tokenized Meta (METAX) tracks the share price and, under its written schedule, trades through the whole of each weekday, which lets the token react after the Nasdaq close when the report lands. The METAUSDT Perpetual follows the same share price. Outside Nasdaq's regular hours, BloFin may limit its orders to reduce-only, which lets you close a position but not open one, so check the contract page before report night.

A surprise either way can move the price sharply on report night. Leverage on a long or short perpetual position makes both the gain and the loss larger, so read how the Meta perpetual's margin works before you size a trade.

Frequently asked questions

Does WhatsApp read your messages to show you ads?

Meta says your personal messages, calls and statuses stay end-to-end encrypted, so no one, including Meta, can see or hear them. It also says your messages, calls and the groups you are in do not decide which ads you see. For ads in the Updates tab, it uses limited information such as your country or city, your language and the channels you follow. If you have added WhatsApp to Meta's Accounts Center, it also uses your ad preferences and information from your other Meta accounts. Meta adds that it will never sell or share your phone number with advertisers (source: Meta Newsroom, Updates tab).

How much does a WhatsApp business message cost in the US?

The US and Canada share one set of WhatsApp rates. A marketing message to a phone number in either country costs $0.025, and a utility message or a service reply costs $0.0034 (source: WhatsApp Business pricing). At those rates, 20,000 marketing messages cost $500.00 and 8,000 order updates cost $27.20, worked out. The price depends on who receives the message, so a US business writing to a customer in Brazil pays Brazil's rate.

Is WhatsApp profitable?

Meta reports profit for its whole Family of Apps segment and gives no profit figure for WhatsApp alone. That segment made $102.5 billion of operating profit in 2025 (source: Meta 10-K for 2025). In the same report, Meta warns that it has historically monetized messaging in only a limited fashion, and that it may not earn meaningful revenue or profit from messaging over the long term.

Who runs WhatsApp at Meta?

Mark Zuckerberg told investors on July 29, 2026 that Kunal Shah had just joined Meta as its new head of WhatsApp. On the same call he said WhatsApp had just set an all-time record, with up to 30 million messages sent per second during the World Cup Final (source: Meta Q2 2026 earnings call).

How many people use WhatsApp in India?

WhatsApp had more than 500 million users in India in February 2026, which made the country its largest market (source: TechCrunch). Meta has also pointed to how much of that use involves businesses. In September 2025 it cited a Kantar study finding that 91% of online adults in India chat with a business every week (source: Meta Newsroom, India business tools).

Nothing in this article constitutes financial advice, and nothing in it is a recommendation to buy, sell or hold Meta in any form. WhatsApp still earns only a small share of Meta's revenue, and a ruling in India or Europe, or a slower rollout of ads and paid features, could change how much it adds.
